Naomi Selva, Playa del Carmen

A 176-unit mixed-use village by Incap Playa, inland from the coast: three towers, a boutique hotel and a commercial strip, with more legal paperwork on file than its beachfront sibling and a construction license that admits it exceeds its own zoning.

The essence

Naomi Selva is a 176-unit mixed-use village a few minutes inland from Playa del Carmen’s Xcalacoco corridor, developed by Incap Playa S.A.P.I. de C.V., the same corporate parent behind the beachfront Naomi Beach on a separate parcel nearby. Three five-floor towers (A, B, C) combine residential units with an 80-suite boutique hotel operated under the Aston brand and 14,747 ft² of commercial space it calls Naomi Market, designed by the architecture firm Joffroy + Partners. Units run 45 to 397 m² across six type names, with “Oasis” and “Selva” marking which side of a tower a unit faces, courtyard or jungle, not two different products. Incap Playa has held clean title to the underlying land since 2019, per its escritura (public deed), and the fideicomiso (the bank trust that lets a foreign buyer hold title on this coast) is already filed and registered, not merely promised.

Who this is for, and who it isn’t

It fits you if

You want more of the legal groundwork done than usual at this stage: a land title held since 2019, a fideicomiso (bank trust) already filed and registered with the state in 2020, and a per-unit HOA fee table published for all three towers.

You’re comfortable with a mixed-use project, residential towers alongside an 80-suite Aston-branded hotel and a small commercial strip, rather than a single-purpose residential building.

You’re fine paying cash or on the developer’s own instalment plan (30% to 95% down, 24 monthly payments, discounts up to 6%), since bank financing is not yet possible: no condominium regime is in the shared folder despite the HOA fee already existing on paper.

You understand only 122 of the 176 planned units are actually for sale today; the third tower is withheld as “next phase.” Everything they shared is counted below, with nothing padded.

It doesn't if

You need every tower’s construction paperwork accounted for. Only one license is in the folder, it covers exactly Tower A’s 54 units, and its own printed validity window expired 25-Apr-2026, four months before this page was written.

You assumed the ~MXN $6.7–22.2 million range quoted for the Villa collection was the whole price list. Tower B’s smaller Junior and Deluxe units start near MXN $4.09 million.

You need bank financing available today. It isn’t: no condominium-regime document exists in the shared folder, which a bank requires before it will lend.

You assumed “Naomi Selva” and “Naomi Beach” are the same project. They share a developer and a brand, not land, a masterplan, or a construction license.

The zone, before the technical part

Inland, along the avenue that gives the corridor its name.

The lot sits along Avenida Xcalacoco itself, inside the larger corridor that OpenStreetMap and long-time residents still tag “Grand Coral,” rebranded Corasol within the last five years, and near the El Camaleón golf course at Mayakoba. Unlike its beachfront sibling two years south, this site has no ocean frontage: it is a jungle-set village, not a beach one, and the developer’s own positioning, “a small village in the heart of the jungle,” reflects that. Buyers drawn here skew the same as the corridor generally, North American and Canadian retirees and second-home buyers, but choosing the golf-and-jungle setting over a beachfront unit specifically.

The corridor is still filling in: 2024 reviews of neighbouring projects documented active building noise and temporarily unusable pools, easing as nearby phases complete, and Solidaridad, the municipality, carries a documented high hurricane risk (Wilma made direct landfall here in 2005). One risk that does not apply here as it does to a beachfront unit: sargazo (seaweed) reaches the coast in high season, not this inland site. Everyday errands, a supermarket, a hospital, mean an 8 to 13-minute drive, not a walk.

What the brochure can't tell you

The paperwork is unusually complete. That is what surfaces the finding.

Naomi Selva’s legal folder is the richest section of a rich Drive: a land title held since 2019, a fideicomiso filed and registered with the state in 2020, and, unlike its beachfront sibling, a construction license and a per-unit HOA fee table already published for all three towers. None of the four projects FEUDO has reviewed so far on this coast came with that much on file this early. Reading the license to its last line is what pays off: printed in its own “Antecedentes/Observaciones” block, alongside the standard $849,640 MXN in permit fees, sits a separate $108,614 MXN in “total sanciones” (penalty charges), and the license closes by conditioning itself on the first neighbour complaint, because, in its own words, “su proyecto excede la normativa vigente” (the project exceeds current zoning).

That is not, on this coast, a scandal. Paying a sanción to build past an original envelope and settling the difference with the municipality is a documented, ordinary way projects here get built taller or denser than their first land-use certificate allowed; the 2019 certificate for this parcel caps height at 4 levels, and the licensed tower runs basement plus five. What is worth knowing precisely, because no sales document repeats it, is the shape of the deal: this specific license covers only Tower A’s 54 units, it carries a one-complaint trigger for closure or demolition rather than blanket protection, and, read against today’s date, its own printed validity window closed four months ago with no renewal on file.

The same instinct for managing inventory shows up a second way in the same folder: an entire third of the complex, Tower C’s 54 units, is marked “próxima fase” and carries no price at all, even though its HOA fee is already set. A developer this deliberate about sequencing its towers and its paperwork is worth taking at its word on the parts it has documented, and worth asking directly about the parts, Tower B and C’s own licenses among them, that this Drive does not yet show.

Question 1 of 6

Who actually owns this land, and since when?

Incap Playa, since 2019, on the same 19,347.49 m² parcel the whole project sits on.

Número 5 (Volumen I-2019, Tomo "E", folios 2 to 11), issued by Notaría 122 (notary office) of Playa del Carmen, records a contrato de compraventa (sale contract) in which Banjul Desarrolladores, S.A. de C.V. sells the parcel to Incap Playa, S.A.P.I. de C.V. A municipal property-tax receipt from August 2020 for the same catastral clave (108004000022044-2) confirms Incap Playa already held and was paying tax on the land, still listed "baldío" (undeveloped), well before the 2025 construction license or any unit went on sale.

Why it moves the decision

This is the same shape of finding as its beachfront sibling Naomi Beach, and it predates it: clean title held since 2019, two years earlier than Naomi Beach’s 2021 purchase. A buyer is not being asked to trust a promise about land the developer might acquire.

How it gets settled

A public-records search at the Registro Público de la Propiedad de Quintana Roo, oficina Playa del Carmen, confirms whether any lien has attached to catastral clave 108004000022044-2 since 2019. That search does not require the developer’s cooperation.

Is the one construction license in the folder actually clean?

No. It admits, in its own printed observations, that the project exceeds the zoning it was granted under, and charges for it.

Licencia de construcción (construction license) No. DU/25-0542 (expediente SOAyC-ON-0629-2025), issued 25-Apr-2025 by the Ayuntamiento de Solidaridad, authorizes a single 54-unit building, basement plus four residential levels plus a roof-garden floor of six penthouses, matching exactly the 54 units carrying a "1" floor prefix in the price list (Tower A). Alongside the standard $849,640 MXN in derechos (permit fees), the license itself lists $108,614 MXN in "total sanciones" (penalty charges), and its printed observations close with: "La presente licencia queda condicionada a que a la primera queja de vecinos que se presente [contra] el proyecto autorizado, será acreedor a la clausura de la obra y/o demolición de la misma según sea el caso, debido a que su proyecto excede la normativa vigente." In plain terms, the license is conditioned on the first neighbour complaint triggering closure or demolition, because the project exceeds current zoning. The 2019 constancia de uso de suelo (land-use zoning certificate) for this same parcel caps height at 16 m / 4 levels; the licensed building runs basement plus five.

Why it moves the decision

On this stretch of coast, paying a sanción to build past an original envelope and settling the difference is a documented, unremarkable practice, not a scandal, and it explains the $108,614 line item plainly. What is worth knowing precisely is the second half of that same clause: the license does not carry blanket protection, it carries a one-complaint trigger, and it covers only this one 54-unit tower. Towers B and C are not shielded by it.

How it gets settled

This license expired on its own printed terms 25-Apr-2026, four months before this page was written, with no renewal visible in the shared folder despite construction photography dated as recently as 12-Aug-2026. Ask for the current, valid license for whichever tower and unit you are considering, not this one.

If you finance this, what does the bank actually need to exist first?

A condominium regime. It is not in the folder, even though a maintenance fee already is.

HOA NAOMI SELVA.pdf publishes an annual and monthly maintenance fee, in pesos and in dollars, per m², for every numbered unit across all three towers, including Tower C, which the current price list marks entirely as "próxima fase" and does not even offer for sale yet. No condominium-regime document, the instrument a bank requires before it lends, appears anywhere in the shared folder.

Why it moves the decision

The developer has priced a fee for a legal structure (the condominium regime) that, per this folder, does not yet formally exist. That is not necessarily wrong for a project 13 months into vertical construction, but it does mean bank financing is not a live option today regardless of a buyer’s own credit standing.

How it gets settled

Ask Incap Playa directly when the condominium regime gets filed, for which towers, and whether the published fee table changes once it is. That answer also tells you when bank financing becomes possible here.

Is this the same project, land or inventory as Naomi Beach?

Same parent company only. Separate deed, separate site, inland rather than beachfront.

Naomi Selva and Naomi Beach share a developer, Incap Playa S.A.P.I. de C.V. (RFC IPL181207LV1, the same acta constitutiva surfacing in both projects’ shared folders) and a "Naomi" brand with separate domains, naomi.mx/selva and naomi.mx/beach. Naomi Selva sits inland along Avenida Xcalacoco on its own 19,347.49 m² parcel, titled in 2019; Naomi Beach sits on a separate 2,101.87 m² beachfront parcel two years further south, titled in 2021.

Why it moves the decision

A buyer who has looked at both should not assume shared inventory, a shared HOA, a shared delivery date or a shared construction license just because the name and the parent company match. What they do share is the counterparty: due diligence on Incap Playa itself applies to both.

How it gets settled

Ask which entity signs your specific contract. Confirming the two projects sit on separate deeded parcels, which this page did, is not the same as confirming their sale contracts and HOA structures are unrelated, which a buyer should still ask for in writing.

Of the 176 units the developer describes, how many can you actually buy?

122, and only that many. Tower C, 54 of the 176, is not for sale at all.

The developer’s own floor-plan sheet states Naomi Selva has "176 units distributed in 3 towers of 5 floors each": Tower A (48 apartments plus 6 penthouses, 54), Tower B (68 apartments), Tower C (48 apartments plus 6 penthouses, 54). The price list, measured 20-May-2026, prices only Towers A and B, 122 units, and marks every unit in Tower C, across both its Oasis and Selva elevations, "PRÓXIMA FASE" with no price at all. Counting the 122 that are priced: 42 sold, 4 blocked, 76 available.

Why it moves the decision

This is not a low-inventory building, it is a third of a planned complex withheld from sale outright. A buyer comparing "Naomi Selva’s 176 units" against another project’s full inventory is comparing an apples-to-a-third-fewer-apples figure: only 122 exist as a purchasable product today.

How it gets settled

Ask directly when Tower C is expected to release, and whether its HOA fee (already published, see above) or its unit mix will change between now and then. Ask for an availability sheet dated the week you call, not this one.

Is $6.7 million pesos really the entry price?

No. The published list itself prices smaller units from about $4.09 million.

The Villa, Family Villa, Grand Deluxe and penthouse collection in Towers A and C runs 90 to 397 m² and MXN $6,744,543 to $22,209,915. But Tower B holds a second, smaller collection under different names, Junior and Deluxe, 45 to 102 m², and the same price list prices those units from MXN $4,088,904 (a 45 m² Junior, Tower B) up to roughly $6 million.

Why it moves the decision

A reader who only hears about the 90–397 m² Villa collection is looking at a narrower and pricier slice of what Naomi Selva actually sells. The true published floor across everything for sale today is materially lower, and it belongs to a different, smaller product inside the same three-tower complex.

How it gets settled

Ask which collection, Villa or Junior/Deluxe, and which tower, before comparing price. The name and the tower both change what you are pricing.

You can settle this without them

  • The deed and the trust: a public-records search at the Registro Público de la Propiedad de Quintana Roo, oficina Playa del Carmen, under catastral clave 108004000022044-2 and fideicomiso folio 38190, confirms whether any lien has attached since 2019.
  • The construction license: the Ayuntamiento de Solidaridad’s Dirección de Desarrollo Urbano y Fisonomía can confirm whether licencia DU/25-0542 was renewed past its 25-Abr-2026 expiration, and whether Towers B and C have licenses of their own.
  • The construction itself. This page pinned the jobsite from the developer’s own drone photography, along Avenida Xcalacoco; a buyer can request a recent aerial or drive the corridor directly, without needing anything from Incap Playa.

Only they can answer this

  • Whether Towers B and C carry their own construction licenses, and the current, renewed status of Tower A’s, which had expired on paper as of this page’s capture date.
  • Whether the published 24-month instalment schedule ties to calendar months or to verified construction milestones; the 2024 sales-policy sheet shows only calendar months.
  • When the condominium regime gets filed, for which towers, and whether Tower C’s already-published HOA fee changes once that tower is actually released to sale.

Thirteen top-level sections, and the legal and construction-progress folders are both unusually deep for a preventa (pre-sale, bought before the building exists) project still under construction. Brand assets and bank-account reference sheets for wiring deposits are not counted below: they are sales and payment tooling, not buyer diligence.

5 things we could not verifyopen +

The legal folder includes a 64-page environmental-impact resolution ("Resolucion MIA Naomi Selva 2025.pdf"). It is a scan with no text layer, and this page confirmed only that it exists and is dated 2025, not what it authorizes or restricts. On this coast that document is worth reading in full before relying on it.

The price list’s own masterplan page states the site measures 208,249 m². The escritura, the 2019 land-use certificate and the 2025 construction license all independently state 19,347.49 m² for the same parcel. This page could not resolve the gap; 208,249 m² may describe a larger corridor plan rather than this specific deeded lot, but that is a guess, not a finding.

Only Tower A’s construction license is in the shared folder, covering exactly the 54 units that carry a "1" floor prefix in the price list. Tower B (68 units, already marketed and visibly under construction in the developer’s own drone photography) has no license of its own on file here.

The reservation template carries an "Exchange rate" line even though the official price list and the 2024 sales-policy sheet are both denominated entirely in pesos. This page could not confirm on what date or at what rate a currency conversion happens for a live deal.

A shortcut named "Avances Ago - Dic 2025" sits in the construction-photography folder and could not be opened without a Google session tied to the developer’s Drive. This page does not know what it contains and did not guess.

Where these figures come from +

MXN 4,088,904–22,209,915 is this page’s own reading of the full published list, “Lista de Precios-260521-ENG-NAOS.pdf,” measured 20-May-2026, across every priced unit in Towers A and B. The commonly quoted MXN $6.7–22.2 million range describes only the 90–397 m² Villa collection in Towers A and C; Tower B’s smaller 45–102 m² Junior and Deluxe units price from MXN $4,088,904, and publishing only the Villa range would understate the floor by more than a third. Tower C, 54 of the complex’s 176 units, is marked “próxima fase” throughout and carries no price at all; it is excluded from every figure on this page. Counting only what is priced: 76 available, and 46 either sold or blocked. The sheet distinguishes those last two by fill colour alone, and the two colours sit close enough in print that the split between them is not worth stating unit by unit. The price list is denominated entirely in pesos; the USD figures above and in the market chart below are FEUDO’s own conversion at the Banxico FIX of 25-Aug-2026 (16.9647 MXN/USD), used consistently on this page, not a developer figure.

No document in the shared folder states a delivery date for either tower. The reservation template leaves “Fecha entrega unidad” blank, and the 2024 sales-policy sheet notes only that “delivery dates may be extended for 90 days more,” implying a date is set per contract rather than published here. The developer’s own drone photography shows a piling rig and framing underway as of 12-Aug-2026, roughly 13 months after the 2025 construction license was issued.

A payment schedule does exist here, unlike at the beachfront sibling project: “Politicas de ventas 2024 NAOMI ENG.pdf” lists six down-payment structures from 30% to 95% down, paid over 24 months, with discounts up to 6% for the largest down payment. Every structure runs against calendar months rather than verified construction milestones, which is the specific risk this modality is meant to let a buyer negotiate away. Bank financing collides with the gap above: a bank requires a constituted condominium regime and a complete file, and neither is in this folder yet. How financing works here is a separate page; this is only what is specific to this project.

No verbal statement from a sales representative about price, discount or delivery date should be relied on over a written, dated document. Ask for anything quoted verbally in writing before it factors into a decision.

The two collections land in different places. The compact Junior/Deluxe units in Tower B price close to the top of the field, near DUNA and BELLE AME; the larger 90–397 m² Villa collection prices closer to the middle. Smaller units costing more per square meter is an ordinary pattern, not specific to this project.

The $250–400k apartment band, closest to Tower B’s Junior/Deluxe collection, is the one growing month over month. The $700k+ house band, closer to the larger Villa units, is thin at only a handful of requests across all of Playa del Carmen.

How this one can be paid for

  • CashOpen

    The developer’s own 2024 sales-policy sheet prices this explicitly: 95% at signing and the remaining 5% over 24 monthly instalments earns a 6% discount, the largest on the table. On a project still under vertical construction, cash also means carrying build risk yourself, with no bank in the loop reviewing the paperwork on your behalf.

A bank lends against a constituted condominium regime (the legal instrument that turns a building into individually titled units) and a complete file, and the condominium regime is not in the shared folder. The developer has already published a per-unit maintenance fee for all three towers, which is unusual to see before the regime that would legally create those units exists.

    Documented in detail: the 2024 sales-policy sheet lists six down-payment structures from 30% to 95%, each with its own discount (down to none below 30%), payable over 24 months. One thing worth naming plainly: every structure runs against calendar months, not against verified construction milestones. That is exactly the risk this modality is supposed to let a buyer negotiate away, and nothing in the sheet ties a payment to a poured slab rather than a date on a calendar.

  • Developer financingNot offered in writing

    The sales-policy sheet describes instalments during construction, not financing that continues after delivery. Nothing in the shared folder offers a post-delivery developer loan and nothing rules it out; if Incap Playa extends one, that contract has to be registered with PROFECO to hold up against a buyer, and the rate is theirs to set, not the market’s.

  • Infonavit / co-financingNot available here

    Depends on having contributed formally to the Mexican system. Worth one check if you are Mexican and ever worked in Mexico: a housing sub-account can sit there unnoticed for years. It does not exist for a foreign buyer.

Each verdict below comes from the project's construction stage and from what the developer's own folder contains, judged against the five ways property is paid for in Mexico. They are not quotes, and no rate appears here: in bank credit the rate is set by the bank and in developer financing by the developer, so it is a fact about your counterparty, not about the market.

The developer’s own sales materials do not publish a coordinate. The pin below comes from GPS metadata embedded in the developer’s own construction drone photography (12-Aug-2026), cross-checked against a second drone session from the same site 13 months earlier and against the parcel description in the escritura and the 2019 land-use certificate.

Worth being precise about what sits inside what: this lot is on Avenida Xcalacoco, inside the corridor also known as Grand Coral and now branded Corasol, inside the city of Playa del Carmen, which is itself the seat of the municipality of Solidaridad, Quintana Roo. “Playa del Carmen” on its own describes a city far larger than this project and its immediate corridor, and this site, unlike its beachfront sibling, does not front the ocean at all.
